Michigan law requires the Assessor to annually value all taxable property at 50% of market value. Taxable properties include farms, homes, factories, commercial properties, and vacant land. It also includes personal property for commercial and industrial businesses.

The Assessor also keeps records on ownership, addresses, homestead exemptions, sales, and land and building details for hundreds of properties located within the City.

The City, schools, county, library, community college, and state use the annual values to generate revenue. This is in the form of property taxes. It is the fairest way available to them for collecting the money they need to finance their services.

Office hours for the City of Clare Assessor are generally each Friday, 9:00 a.m. to 5:00 p.m. However, because the City of Clare contracts with a third party for these services we encourage property owners to call ahead to confirm availability of the assessor.

Business Personal Property

2012 Personal Property Online Filing

Beginning with the 2012 tax year, City of Clare will be offering the opportunity for business owners to file their annual Business Personal Property statement online! This process is courtesy of BS&A Software, Inc. who also hosts the online property tax and assessment record resource for the City and several other Michigan municipalities. In order to file electronically, each parcel has been assigned their own unique access code. Letters providing this information were mailed to all existing Personal Property accounts on December 27, 2011. E-filing is not mandatory; if you prefer you may still download and print a hard copy of the 2012 State of Michigan form below, or have one mailed to you by calling our office at 989-386-7541 ext 103. Regardless of the format, all filings are still due to City of Clare by February 1, 2012.

If you have not received a letter, and you would like to file electronically, please send a request for an account number and access code to ehunter@cityofclare.org. If you already have this information, you may access the BS&A e-filing site by clicking the provided link, or by typing www.cityofclare.org/ppfiling/index.html into your web browser.

Please contact our office at 989-386-7541 ext 103 should you have any questions regarding filing Business Personal Property.
